The Port of Chelan County is the county's principal economic development agency and operates as an independent government entity under the provisions of Title 53 of the Revised Code of Washington (RCW).
The Board of Commissioners meets regularly on the first and third Tuesday of each month. Special meetings are called occasionally and announced in our Meeting Notices.
Donn Etherington - District 1
Commissioner Donn Etherington took the oath of office on January 7, 2016. Mr. Etherington has been a Chelan County resident since 1992 when he purchased an owner interest in the Mission Ridge Mountain Corp. Executive Committee. Mr. Etherington led major capital improvements and spearheaded the resort's long range plans. Mr. Etherington also led the completion of the Numerica Performing Arts Center and also managed the 380-bed farm worker housing camp in Monitor. Mr. Etherington has been involved with Quest for Economic Development, the City of Wenatchee's Tourism Advisory Committee, and the Chelan County Distressed County Funds Committee. Mr. Etherington’s background in planning, land use, construction and development also supported his 12 years on the Chelan County Planning Commission. He currently owns and operates a cherry orchard in the Wenatchee Heights area. Commissioner Etherington’s term of office ends December 31, 2019.
JC Baldwin - District 2
Commissioner JC Baldwin took the oath of office on April 20, 2005 and was re-elected twice to six year terms. Commissioner Baldwin serves as Vice Chair of the Public Works Board (appointed by Governor Gregoire in 2012). Ms. Baldwin has served as President of the Washington Public Ports Association Executive Committee and currently on the Legislative Committee. She is also past President of both the Wenatchee Valley Chamber of Commerce and Cashmere Chamber of Commerce. She is past President and an active member of Cashmere Rotary. Ms. Baldwin has been in the technology sector most of her professional career. Ms. Baldwin is a small business owner of GTC Technical Support in Wenatchee, which has provided customized technical support to clients worldwide for the past 17 years. Commissioner Baldwin’s term of office ends December 31, 2023.
Rory Turner - District 3
Commissioner Rory Turner took the oath of office on January 7, 2016. Mr. Turner is a commercial real estate investor with a focus on forming partnerships to increase opportunities for business development and growth. Wenatchee projects include the Dore Building remodel of 12,000 ft2 into Vintage Office Suites, revitalize Wenatchee’s 5th and Mission Shopping Center, and renovate and increase leasable space in the “Exchange Building” in downtown Wenatchee. His current projects focus on enhancing historic structures in downtown cores. Past projects around the state Mr. Turner has led include renovating the Ellensburg Elks Lodge, converting a Puyallup motorcycle shop to office space, and renovating the Univ. of Puget Sound Law Office in Tacoma to an Office Center. Mr. Turner is a past-president of the Wenatchee Valley Chamber of Commerce. Commissioner Turner’s term of office ends December 31, 2021.
